The Partnership for Carbon Accounting Financials (PCAF) Strengthens Global Board Representation by Appointing Three New Directors

Neil Atkinson, José Luis Muñoz, and Dafina Nonkulovska bring invaluable experience and diverse regional perspectives to the board, building on the industry-led initiative’s ambitious growth objectives and strengthening the truly global, community-led adoption of emissions accounting across the financial sector.

Utrecht, the Netherlands – 21 September 2026: PCAF’s Board of Directors has expanded the breadth and depth of expertise with the appointment of Neil Atkinson, Head of Sustainability for Riyad Bank in Saudi Arabia, José Luis Muñoz, CSO for Banorte in Mexico, and Dafina Nonkulovska, CFO Lead for Sustainability at Rabobank in the Netherlands.

The appointments were made following a rigorous process in which PCAF signatories were invited to apply in early 2026. Through this process, PCAF sought to build on the Board’s strong leadership foundation and position it for continued success. As a truly global initiative, PCAF’s leadership should reflect the diversity of its signatory community. With newly appointed Board members bringing perspectives from the Middle East and North Africa (MENA), Latin America and the Caribbean, and Europe, including Eastern Europe, these appointments further strengthen global representation across PCAF's leadership, reinforcing a principle that is central to the organization's identity.

“We are delighted to welcome Neil, José Luis, and Dafina and look forward to the valuable perspectives they bring from MENA, Latin America and the Caribbean, and Europe. As PCAF continues to grow as a global community, it is essential that our leadership reflects the diversity of the financial institutions we serve. This diversity strengthens our collective expertise, enriches our work, and helps us advance our mission. Building on PCAF’s strong foundation, I am confident that we will deepen collaboration and continue advancing practical implementation of measurement and disclosure practices across the financial sector.”
Angélica Afanador, CEO of PCAF

About the Partnership for Carbon Accounting Financials

The Partnership for Carbon Accounting Financials was launched globally in September 2019. Currently, more than 785 financial institutions have subscribed to the PCAF initiative. PCAF signatories work together to jointly develop the Global GHG Accounting and Reporting Standard for the Financial Industry to measure and disclose the greenhouse gas emissions associated with their financial activities. By doing so, PCAF signatories take an important step to subsequently assess climate-related risks, set climate targets, and develop effective strategies to decarbonize their portfolios.
